- Abstract
Following the publication of Hobart Pasha's article "The Torpedo Scare." in Blackwood's Magazine and comments on torpedo warfare made in the Standard the Editors of Engineering sought to clarify some of the statements made him in relation to the use of torpedoes in the Russo-Turkish war. The Editors reproduced sections of Hobart Pasha's article not because they thought they were useful in elucidating the question of modern torpedo practice, but from the fact that they will be given a fictitious value through being brought forward by one whose reputation as a naval officer is so well founded as that of Hobart Pasha.
