- Abstract
"This paper concentrates on technological developments because 'War is completely permeated by technology and dominated by it,' "When men of equal worth fight, the side with the better weapons usually wins." However the author recognizes that technology alone is not sufficient to achieve victory. To be victorious, military forces need a motivating cause sufficiently powerful to justify the risks in fighting, a valid doctrine matched to the current nature of warfare and an effective military culture which, for example strikes an efficient balance between obedience, and initiative, caution and boldness, honour and practicality."
