"As the US Department of Defense (DoD) moves to make homeland security its top priority, the 11 September terrorist attacks against New York City and Washington DC, have rekindled the debate on whether the Bush administration is assigning the greatest resources to counter the most likely threats to the US populace and territory. "Missile defence will protect us from virtually nothing," said Senator Joseph Biden, who chairs the Senate Foreign Relations Committee. "It will not protect us from something being smuggled in. It will not protect us from an atom bomb in the rusty hull of a ship coming into harbour. It will not protect us from anthrax."
