'Naval forces have been busy enhancing their fighting chances against asymmetric threats. In the foir years since the attack on the Cole, USN Anti-Terrorism/Force Protection (AT/FP) activities have undergone continuous evaluation and improvement processes as new tactics, techniques and procedures have been implemented worldwide. The attack on the Cole came four years after the June 1996 attack on US forces at Khobar Towers in Saudi Arabia. A Marine Corp's message released on the 16th of January 1998 reflected a clear awareness of the new AT/FP environment, stating, "Navy and Marine Corps' force protection requirements in today's dynamic and asymmetric environment require security forces of increased capability and responsiveness." In the 9th of January Department of Defence (DoD) commission report examining the attack on the Cole, the service reactions to the Khobar Towers attack were credited with significant improvements in protecting service members "on installations." However, the commission report characterises the attack on the Cole as demonstrating "a seam in the fabric of efforts to protect our forces, namely in transit forces."
