How military institutions innovate has become a subject of interest to historians and students of organizations alike. The Royal Navy's adoption of the Whitehead torpedo provides a particularly good case study of military innovation in peacetime and one that sheds much light on the mid-Victorian Admiralty's attitude to technical developments.
