The French Government found itself the proprietor of fifty-one first-class torpedo boats (length114 feet 7 inches, beam 11 feet, depth of hold 8 feet two and a half inches, draught 2 feet eleven and a half inches; displacement 53 tons) designed by the Societe des Forges et Chantiers Claparede that were below speed, and of doubtful seaworthiness.
