The Engineering Department at Devonport Dockyard built the two sets of Normand water-tube boilers used to re-boiler torpedo boats No. 45 and 54. These were the third distinct type of water-tube boiler built at Keyham, several Belleville boilers and two Thornycroft water-tube boilers had also been built at Keyham.
