The managers of the Metropolitan Asylums Board invited tenders for a screw steam launch (length 60 feet, beam 19 feet, draught 8 feet 7 inches; displacement 310 tons), fitted with a triple-expansion surface-condensing marine engine. The hull was to be built of Siemens-Martin mild steel throughout to Board of Trade requirements for passenger certification.
