- Abstract
The torpedo depot ship H.M.S. Hecla was to be converted to a torpedo workshop and stationed at Portsmouth under the command of a chief engineer, who was to be responsible for keeping the electrical and torpedo fittings of the ships of the fleet reserve in proper order.
