- Abstract
The delays that had been experienced in carrying out the French Naval programme of 1891 had given rise to a great deal of dissatisfaction in France. By 1894 some twenty-nine vessels should have either been completed or on the stocks, but of this number the construction of two battleships and eight cruisers had not been started. It was suggested that the deficit for 1895 would be even greater as the construction list for 1895 failed to take into account the torpedo boats, gunboats, and other light vessels, which brought the deficit to fifty-two units. The proposed new constructions for 1895 was one first -class battleship, two cruisers, a vessel for coastal defence, a sea-going torpedo boat, and two first-class torpedo boats. The ten ships already in arrears could not be put on the stocks until after 1895.
