- Abstract
The Boston Herald asserted that the alleged theft of drawings of H.M.S. Havock by American Government officials was part of the normal intelligence gathering undertaken by all nations in order to gain an advantage over their competitors, and that the word theft was inapplicable to the case as the securing of plans of warlike constructions of other nations was a recognized and legitimate line of military and naval activity.
