- Abstract
The Editor of The Engineer was critical of the organisational ability of those in charge of the torpedo flotilla. When the twenty-one torpedo boats arrived at Falmouth at least four days were lost in getting them ready for service. Nearly all of them carried old and inefficient torpedoes. They were, however handled with dash during the manoeuvres, and took advantage of the very few opportunities accorded to them. But much was required to be done in this branch of the service. In the Editor's opinion a captain or commander should have been in charge of the whole flotilla, and at each port a certain number of boats should have been kept permanently in commission, frequently carrying out exercises, and training officers and men, so that on mobilisation the additional boats would have been immediately available for service.
